IN my game I got message that washington adopt ideology.

I am confused, because world at that time did not enter industrial age yet.
I believe it is so because congress did not increase voting yet.

What i am missing?
 
He is probably just ahead in science, the world may not be in industrial age, but that doesn't mean he couldn't be there yet.
 
All it takes for a civ to adopt an ideology is building 3 factories or entering the Modern era. There is no requirement that any other civs have entered any particular era.
 
Ideology is whenever either the civ builds 3 factories or that civ reaches the modern era.

Factories are an early Industrial tech; but its a crap shoot as to weather or not the territory you started in has any coal. But several of the AIs city spam so they have a higher chance of having the coal.
