I've noticed that some of the roads in my empire do not belong to the current era.
Here is a screenshot:
As you can see, my empire contains both modern roads and classical ones. I'd have expected them to be automatically upgraded. The Civilopedia and the end-of-era messages seem to indicate that should be the case.
Is it something to do with the city being annexed from a different civ?
Has anyone seen anything like this?
Not shown in the screenshot: Industrial roads in other parts of the empire conquered at different times.
