I can't make any promises, but after trying everything in the book I have gotten my copy of Civ !V running. My problem had been that the mouse cursor froze and I would have to hard boot the system.
In the control panel access the sound card. As others have suggested, turn the acceleration for voice and sound to its minimum. What I also did was to turn the bar, I believe having something to do with sound quality, right below the accelerator bar also down as low as it would go in both places, from best to the minimum.
I have been playing with settings a lot, so for all I know this was the last necessary step of five adjusted settings, but it was turning down the quality of the sound on both voice and sound that made it work for me! It has worked, at least, for 12 or so hours now while before I never got past five minutes. It has also worked through reloading the game and, after saving that incomplete game, booting up one of the scenarios.
