Possible V108 Occupy Bug?

So when I conquer a city or City State it only gives me the option to raze or puppet.

Later when I come back to the city I am able to occupy or leave as a puppet...

haven't done any expiramenting yet, wanted to know if you had actually made this a change... running many mods. Cleared cache, mod data etc... before loading.
 
Thal made the change under the assumption that no one would ever occupy until resistance is done.
 
The difference between an occupied and puppet city while in resistance are:

:c5puppet: = -25% unhappiness, no increase in policy or national wonder costs.
:c5occupied:= no advantages

(The raze button is still available when a city can be razed.)

A city in resistance shouldn't be occupied in vanilla or VEM. I removed the button so we cannot accidentally choose the wrong option. :) What I'd like to do if puppeting is the only option is simply capture the city without a popup at all... but popups are weird, and I had all sorts of problems when trying to get it to not show, or hide it. There's some issues with the events that show the popup. I started a discussion about it in the main modding forum, but it looks like no one knows a solution to that.
 
Hmmm... that's good news. I was dreading doing the mod shuffle again...
