Possible wierdness of captured water city territory

It's already too easy to stomp AI's.

When I first used Nukes I was surprised at how easy they were to spam and how they could kind of invalidate armies when spammed - they are extremely thematic in Civ 5, but a horrible mechanic for BE.

Military stalemates don't tend to happen in Civ 5 or BE - typically one side overwhelms the other or cuts their losses on a war of attrition.

It's rare enough to see a truly good war with large amounts of units on both side, and in those one side tends to get steamrolled if the balance of power shifts.

(Though that may be my experience with a mod heavily nerfing city defenses talking.)
