Pre-Initiative: The Office of Warlord

I'd say the actuall decision to declare war is such an important one that it definately has to be a citizen power, a warlord or a chieftan might recomend war, but I wouldn't want to see one occur without at least majority support of the citizens.

That's about what I have in mind

Good way to put that. I'll remove the declaration of war from his responsibilities, as well as the veto part.

Any more discussion on this? Adding or removing?

About war declaration: perhaps better the citizens, by poll, to authorize the

war, and Officers (not taking position here which Officer) to choose the right

moment for said declaration.

Is out there a good military man to be appointed by the Chieftain as
Warlord to begin and make plans and request troops?

Sorry, we've been doing a lot of work on preparing the nursery this week, so I haven't had much free time. Doing some touch up on the paint now (or I'm supposed to be ), so I'll post the initiative in a few hours.
