I did this.
My only rules were no districts except city centers and preserves, under deity and defaultish settings. Defaultish because I've preferred Pangaea and online speed for a very long time, and I also had the SS, H&L, M&C, and BC modes enabled because I like them (This seems to be a popular combo, actually). I use some mods as you can tell but they're all UI/cosmetic.
I looked around afterward and saw someone did it with Inca which makes sense, but I'm glad I went with Teddy because the speedier tech/civic progress from his abilities fit well into my win condition (conservation and steel). I was unfortunate enough to spawn on some floodplains and a lot of rainforest, but fortunate enough to be pretty walled in by CSes to the north and mountains and more CSes to the south. John Curtin attacked me with vampires and Hercules early on but the chokepoint was rough on him. Aside from that, some barbarians going crazy with men-at-arms and coastal units, and Jadwiga wanting nothing to do with me for a while (I needed a level 3 religious alliance with her real bad), I had no other significant setbacks.
Anyway this was fun to figure out on a pre-planning level, even if there wasn't a ton of decision work with what to produce or research. I recommend people spend some time on weird challenge runs like this because this game is usually really flexible with the different strategies you can get away with even on deity.
