Preventing negotiations

Hey there. Sorry if this is in the wrong forum, I'm unsure what one it is suitable for. But does anyone know how I can stop civs from negotiating with one another in scenarios? I want to ensure that certain civs are constantly at war. But currently when I test it, they agree to peace after ten or so turns, then go to war soon after again, then agree to peace after ten more turns, etc etc. It just looks kind of dumb and it would be much better if I could figure how to make them permanently at war.
 
Yeah, but then the alliance does the same thing, agree to peace with whatever civ I want it to be at war with.

I know in civ2 it was possible to set it so that a civ would never accept requests for talks with another civ. Such as the axis and allies in the ww2 scenario. Is it possible to do something similar in civ3?
