Problem launching with dx9 fixed

1. create shortcut to dix9 startup (this you do by right clicking over the dix9 option and the civ 5 screen when you get to choose with type)

2. go to shortcut settings and change compatibility to win2000

I can confirm this. After trying to start it through steam twice, I tried your solution and got it started without any fuzz. No reboot needed, no verifying the game cache.
