Problem with data2.cab when installing?

Whenever I try to install civ 4 I get this:

The bottom text is in Norwegian and reads: The request could not be fulfilled because an I/U-error occured.
I've installed the game and played it lots before untill I uninstalled it 'cause I needed space. The CD is slightly scratched, could that be why? What can I do to fix this?

Try washing the disc down with water and maybe soap. The scratch could be the problem, but it may clear up with just washing off the disc.
