Problem with drafting

anyone have any idea at all where the draft button is? I thought it was supposed to be next to the contact governor and hurry production buttons but never shows up even after i research nationalism. any bright ideas? i cant find any mention of this in the forums.

i'm running civ 3 conquests v1.22
currently playing at emperor level and never really needing drafting until now, but can't find the #@(&(@# button.

I don't think the button will appear unless your city is eligible for the draft (e.g. has at least 1 native citizen and a population of above 6) - so maybe try checking different cities? Other than that, I'm not sure why it doesn't appear. You could try reinstalling...

none of my cities could and the mods i play also disallows me to draft, and i didnt know that you cant draft foreign nationalities, in that case there's no point in drafting yet then, i'll just get rid of foreigners via sacrificing
