Problem with placing units

I seem to remember this happening to me before but I can't remember why. I'm building a scenario and the editor won't let me place units in a city. When I try to it shows a crossed out circle, basically telling me that a unit can't b placed there.

As I said I've done a considerable amount of modding in the past and I remember this happening once, but I just can seem to remember how I fixed it.

The active player/civ has to be the owner of the city. Press spacebar to select one.

It worked.
Actually the right player was selected in the bottom blank, but the wrong civ was selected in the middle blank.
I knew it was something simple that I forgot I just couldn't remember it.
