problem with spys

I get espionge (sorry bout the spelling ) adn an intelligent agency. But I can't preform any actions exsept investigate a city or spy. i have embassys and everything but I can't plant a spy. In the handbook it says to use:
shift-cammand-E but I can't plant a spy? I can't on any of the 3 versions out for Mac. It is problebly a dumb little thing butit is buggin' me.

Double-click on the pentagon next to the city name that has the Intelligence agency built in to plant spies. There are probably other ways to do it but that's the one I'm always using...
