Problems with civics in warlords

I would sincerely appreciate any advice or solution to this problem.

I cannot advance government civics with warlords running. The screen does not open completely leaving most of the windows out and only cancel (which doesn't work) on the command line.
Terribly annoying.
I know this much:
- cpu, ram and video card are all adequate and running fine with updated drivers.
- Problem does not exist when game is played in vanilla mode.
- I have uninstalled and reinstalled twice; once completely, once just warlords.
- It's still there.
