Problems with peace

Hello,

I posted this under a different topic earlier, and a guy told it was better to post it here.

Well anyhow, I started playing CIV 3: Play the world the other day. And it went quite good, until the year 1995.

In the beginning we were 6 civs on my continent. I've took out the Egyptians, Romans and the chinese. Leaving only me (the Scandinavians), the Germans and the Russians.

I conquered a couple of towns from the Russians and made peace after that. Then I for some reason went into a Mutual protection agreement with Germany and the Americans (on another continent, btw). Shortly thereafter I started to experience that my newly conquered russian town went back to Russia, due to their "culture". So I decided it was time to make sure that didn't happen again. So I went in with all my force and after 4 turns I had managed to conquer all of the remaining Russian cities. However no "The Russians have disappeard"-dialog box came up. The Russians were still in the diplomacy-box, however no cities in the espionagewindow. So I couldn't make any peace with them neither (always "The russians refused to acknowledge or envoy"). So at first I didn't care, but then all my towns and cities started rioting on me, halting all my production because of that they didn't like war, that I was technically still in. The Russian don't have any score any more on the histograph, nor power, but they still have the equal amount of culture as they had before my war.

So what has happened? What can I do about it?

The other guy said that it might be the fact that Russia still has a settler somewhere in the world and is still in the game as long as that settler exists. Do you have any other answers for that?

Thanks for the quick answer.

The thing is that there is no place on the map that isn't within anyones borders. It will take som time to search all of the ocean :P
 
It was I that said it was a settler and suggest here was better place. You could also try to trade world maps, maybe someone has it in sight. I have done that in the past. Fighters will only be good in your land or on a carrier, no nato airfields.

It was a settler, on a boat. I managed to find an Ironclad and a Galleon out on the ocean. It took sometime, but thanks to the fact that I had built a bit too many battleships and destroyers I managed to find them.
