Production Rate & Hunger

I have problems with the production rate and hunger... I dunno how to control them. The only control I seem to have over production is disbanding supported units for more and assigning entertainers to take away. Is there another way to raise it? Same with food storage... I don't know how to manage it, besides sending a caravan/freight from a city with surplus to the less fortunate city. But, right now, I'm playing a new game, and one of my cities is on its way to famine. I have no way of getting any food to it, as the closest city with enough food to give has zero production...
 
Please be more specific, I am not entirely sure what you mean. Production is never a bad thing, you can always capitolize or, preferably, build caravans and freight. It is unusual for a city to have food problems (other than one down) unless you capture it, or it has built settlers. Advanced planning is the best way to counter-act the problem. You may just need to let the famine hit, or rush buy a caravan in the neighbouring city. (rush baraks, switch, and incrimental rush buy [buy a unit, switch to one that is 10s higher, then another that is 10s higher etc.] the caravan. It won't disband because caravans don't need suport.)

1) If it's near a sea rush build a harbour (of you can). Then sea tiles will produce more food.
2) Irrigate land near the city so those tiles produce more food.
3) Change the tiles you're workers are on, so as to get the max food (e.g. from mountain tiles to plains).
4) Caravans
 
I've never played civ3, what's it like. Is it better than call-to-power?
