Promised not to spy?

Diplomacy breakdown for some AI nations I play with says "You promised not to spy on them for ... turns". The problem is I'm 100% confident I didn't make any such promises to anyone in my current game.
A bug or an aspect of the game mechanics I'm not aware of?
 
Do you have the same information in the tooltip over the leader icon?
Did this AI make a promise to you (i.e. You asked them not to spy)?

Yes, the same info in the tooltip over the leader icon.
Yes, they promised me not to spy on me (but not me promising not to spy on them). Seems like either a wording glitch, or a true bug when they do the promise but the game thinks that it was me who was promising.
 
The issue is that there are 4 promises that the game is tracking, but apparently the game is not using a consistent way of storing them. I noticed that with Military Promise, seems that NoSpying is storing them "reversed". That is why you see their promise.
Pls. open a ticket on GtHub and post your save file.

The diplo AI storage method is oddly designed.
