Promotions Requests?

Greetings all, I have been doing some brain storming lately--I really want to mod out my Civ IV alot like some of you have with the "realism" mod and such. Mainly, I want to revive the awesomeness of naval combat with more modern ships, ships that can be loaded with missiles in port (anti-ship, surface to surface, nuclear, etc), unique promotions, etc. I'd like to expand on the ship variety so that you have nuclear subs and regular subs, frigates, PT boats, cruisers, the list goes on...

Anyway, what I would mainly need help with is for someone to create some promotions for me. I don't have them all in mind just yet, but what comes to mind as some examples would be as follows.

AEGIS - 75% chance to intercept aircraft.
Bombard I - Range 1 at 10% damage.
Bombard II - Range 1 at 25% damage
Bombard III - Range 2 at 25% damage
Bombard IV - Range 2 at 35% damage
Bombard V - Range 3 at 35% damage (you get the idea, again just examples)
Missiles I - Load 1 missile
Missiles II - Load 3 missiles
Missiles III - Load 6 missiles
Missiles IV - load 12 missiles (etc)
Sonar - Detect Submarines
Depth Charges - +50% versus Submarines
ASW System - +100% versus Submarines
Light Plating - +25% strength -1 movement
Heavy Plating - +50% strength -2 movement

Those are just some examples that come to mind. I would be more than willing to do this myself but I literally have way too many things going on in my life right now to take the time to do it :(

On top of all of this, it'd be cool to see the said missiles added, and perhaps mines? I wouldn't know quite how to go about adding the new units (mainly because of graphic skill restrictions). I do know there is a tutorial, the main reason I request it is because, like I said, lack of time...

I hope someday soon I can do all of this, Civ IV modding ability seems nearly limitless.

I'm not sure that the movement penalty can be done. Sure, you can set a promotion to give a move bonus of -1, but that won't affect any unit that already has a move of 1 (it can't go any lower). Additionally, promotions that give double move in certain terrains (e.g. Woodsman II), won't be affected by the move penalty. For example:

Warrior, with move of 1, with the Heavy Plating promotion (and no other promotions) will move through all terrains at a speed of 1 tile/turn.

Horseman, with a move of 2, with the Heavy Plating promotion (and no other promotions) will move through all terrains at a speed of 1 tile/turn.

Warrior, with the Heavy Plating, Woodsman II and Guerilla II promotions, will move through hill, forest and jungle tiles at a speed of 2 tiles/turn, and all other tiles at a speed of 1 tile/turn.

And, unfortunately, I don't think that there is presently a way to restrict a unit's speed to a particular specified number.
