'Proper' way to Declare War?

All tactics are proper in the right time and place, but I get the feeling that a 'sneak attack' like I use regularly is not good unless really needed. What I'm trying to work out is the sequence of events I should use to minimize my diplo hit with other civs. Does telling the world civ X can't be trusted first, then waiting, help? What other things help?

I haven't observed that denouncing, waiting and then DOWing makes much, if any, difference with the other civs, but others may have observed a meaningful benefit. Goading the AI into DOWing you is very beneficial, however.

Denouncing will change the denouncee's (I think that is a word) attitude towards you. It always enrages them, but may or may not be enough to get them to DOW you. Combine it with a series of unreasonable demands (stop settling near me, give me city X, give me city X and Y, give me all your gold, etc.), converting their cities (if they have their own religion), stealing their CS allies, and other provocative diplomatic actions might be enough to get them to DOW you.

Of course, it might also result in them bribing 3 other civs to DOW you too, so be prepared.

When playing, I usually pray that it's another Ai that declares war on me, since I usually obliterate them and their army when they're encroaching on my point score. But I'm usually declared war on by another civilization early in the game.

The only time that I was declared war upon in a later-ish game (Real life date 17/18th century CE) was when I bought a city of the Aztecs so I can make a naval base. I gave him a good deal of gold, resources, etc. Then he declared war on me the next turn. To make this short, I destroyed him, then he had the nerves to retain a friendly stance towards me after I forced him to make peace.

But as Browd said, making the other AI's hate you beyond repair will increase the likelihood that they will go to war against you, that doesn't happen (To me at least). In all my games (Marathon speed) by the 20th century more or less every civilization hates me, but in the modern age (Real life), I never had another AI declare war on me.

By then you probably have too strong a military and/or tech advantage. The AI is not coded to be foolish (stupid perhaps, but not blindingly so). They check military strength numbers and will demurely decline the opportunity to send their gatlings and musketmen into the teeth of your mech infantry, rocket artillery and stealth bombers.

Be sure not to declare war on a Civ you have made a declaration of friendship with, that will get you extra red marks with other civs, also denouncing them may get you some extra green marks with the other civs that don't like them also.

Just when it's active.

Also you'll want to avoid denouncing an active friend (negative backstab modifier with that civ and others).
