I played a game this morning hoping to play as Britain, but the unlock seems to be somewhat (always?) bugged via the 2 fleet commander unlock, and other people seem to be reporting the same on Reddit. For now I'd suggest playing as Rome, Normans, or Ada if you want to be sure to be able to check them out.
