Puppet City - No health benefit

Hello fellow Civfanatics!

Last time I played was pre-fall patch, so now I'm somewhat confused after the two patches. (Game is actual in 1.0.2.658)

Ran into a problem with a puppet city. It has the same health impact as a normal city:

Stanimir is my 8th city (health -4) and has seven people (health -5.25 or per person -0.75). I can't do anything in the city as allways with puppets.

Clearly this must be a bug, because none of the patch notes say that they have changed this and puppeting a city would be useless sence.
I must addendum, I got Stanimir from the AI in a peace treaty, so I don't know if that has anything to do with it.

In a different related note:
When capturing a city, the tooltips for annex and raise say '...have a health impact of 0' (or something like that). Sorry I don't have a screenshot of this minor issue.

I noticed the same issue, and it's hard to tell if this is a bug or intended behavior. On the Economic Overview (press F2) --> Resources & Health --> Negative Health, if you mouse over Citizens, the tooltip says, "Every citizen in a (non-occupied) City produces 0.75 Unhealth." That would include Specialists and citizens of Puppet Cities.

So what's the advantage of puppeting a city if, as you've noted, Citizens contribute 0.75 Unhealth whether they're owned or in a Puppet City? Not to mention, when you first acquire a city, the tooltip for the "Create Puppet" button specifically says, "It will contribute much less Unhealth than an Annexed City." This is true, but misleading, because it's only temporarily.

The advantage to a Puppet City is that you don't have to go through a period of Resistance and Occupation. Resistance lasts a number of turns equal to the City's Population, during which they contribute 1.34 Unhealth each, and the City contributes 8 Unhealth instead of the normal 4. Occupation lasts slightly longer than Resistance; there's no production during this time. After this, though, the Annexed City just becomes a regular city like any other.

One other (separate) advantage to a Puppet City is that it doesn't increase the cost of acquiring Virtues (although it does still increase the cost of Technologies, like a normal city).

So I'm not sure whether this is a bug, or just a misleading tooltip.
