Puppeting is good, which is very bad!

I think a simple fix would be for puppets to add more unhappiness than annexed cities. It makes sense that the city under a puppet regime would be more unhappy than a city that has been properly assimilated into your culture.

Count me in the group that doesn't see puppeting as a problem, but rather the weakness of annexing as the problem.

I agree puppets shouldn't be as happy, but then again conquered citys forced under your control shouldn't be happy either, at least at first.

Either way as of now all I do is puppet, build 3 cities and puppet the rest.
