"Quest" Victory Point Games

I am not sure if this is the correct place for this post, however…

Is there a way to create a scenario where each time a new game is started (i) a random map is generated, and (ii) “flag units” are randomly placed throughout the map (not in the starting location of a civ), thus allowing the players to partake in a quest for the flag units (similar to the capture of relics in AoK)? In (i) capture the princess games, the princess unit seems to be located where a civ begins the game, and (ii) reverse capture the flag games, the civs start with the flag units and must transport the flag unit to a location on the map. Additionally, is there a way to randomize the location of victory point locations?
