Question about Appeal.

I know that appeal is associated with housing. But what's the difference between:

Appeal: Breathtaking (5) vs Breathtaking (4). What is the number within parentheses ?.

Appeal for each tile has a score, higher score means better appeal. So "breathtaking" corresponds to appeal of 4 and above (I think), "charming" is appeal +2 or +3 I think, "average" is appeal 0 or +1, etc. The score is affected by adjacent environment, so things like coast, cliffs and woods in adjacent tiles increase appeal score, whereas mines and industrial zones and other things decrease appeal score.

Like you say, the score affects things like housing from neighborhoods, and can also have other effects, for instance Australia get increased yields from districts with high appeal, there's a pantheon that gives you faith if appeal is high on tile, and the Sea Resort improvement and national parks give you yields based on tile appeal.
 
When it comes to the housing specifically, Breathtaking, whether 5, 6, or higher, always gives +6 housing. Charming, whether 3 or 4, always gives +5 housing. Average (1-2) gives +4 housing, and the lower levels give even less housing (down to +2 for disgusting appeal). Where the specific appeal number is more applicable are specific effects like national parks, whose tourism yield equals the sum of the appeal number of the four tiles they occupy.
 
Higher number = more tourism from national parks/gold from seaside resorts/housing from neighborhoods, primarily
