What exactly is the difference between the 2 things I boxed in?

And I have a question about altering the AI 'memories'

</MemoryDecay>

Would increasing the 200 make the memory decay faster or slower?
 
The +10% is to commerce, which then breaks up into science, culture,and gold depending on the position of the sliders. The +5% is to the gold left after the slider positions are taken into account.

I have no idea regarding the altering memories question.
 
Increasing the rand number should make the memory decay slower.

+10% food? That alone offsets the -1 health in no-time.

<iMemoryRand>200</iMemoryRand>
Means that there is a 1 in 200 chance every turn of the AI forgetting that it was given help. So, obviously, increasing the value would improve the AI's memory.
