Question about function in the editor...

What exactly is the "Resistance Modifier"? Does it mean that the government selected takes over one of my cities the people will resist more if the number is negative and resist less if it positive? Gosh, I have asked nothing but questions since joining

Have you read the helpfile that comes with the editor? There should be help on every screen which explains what each control does.
