Question on some diplomatic actions

I read on the manual that making peace with an enemy while you are still obligated under the mutual protection acts will cause a great deal of distrust. The same goes for razing cities. How much does either of these actions effect other civilizations attitudes towards you (like from Polite to Furious or Polite to Cautious)? Also, does this attitude apply to only civs which you are doing this to (ie, razing a greek city will only make greeks mad at me), or does razing a greek city gets every single other civ to get mad at me, including my allies?
