Question: Rulers of the Middle Ages, Commoners and Nobles

Hi,

I am working on a Civilization III (yes, I am that old) scenario set in the High Middle Ages.

In my game, there will be a small limited number of Techs, all of whom are considered political decisions. So think of it like decisions on which way you would like your civ to progress. For instance do you strive to appease the Nobility or the common people? Do you favour science or religion? Are you a tolerant ruler, allowing synagogues or philosophers within your cities? Are you a religious fanatic? A great statesman?


City improvements can reflect these decisions. Like a ruler favoring the religious class would build monasteries and great cathedrals or grand mosques in their cities. A ruler favoring trade would set up trade guilds and impose taxation on foreign imports etc.

These improvements might also affect mood in your city - A ruler picking the tech “Edict of Tolerance I” might allow a Synagogue to be built and this this might create tension (angry citizens). But the synagogue will also allow you to benefit from Culture. To appease the people made angry by the Synagogue, you might build a Church or a Mosque or a Town Fair.


So anyway, I am still looking for inspiration for various improvements:

What would a ruler do to appease the nobility? And the common people? What type of City improvements might reflect that? Think of anything, like Bread for the Needy (Common), Tournaments (Nobility), anything. I think both noble and common improvements would be something that affects mood positively.

City improvements for the common people might be expensive, but they make people happy.
Likewise City improvements for the nobility will decrease culture (reflecting loss of your political power to local nobles) but make people happy (and less likely to revolt), so you’ll have the expensive happy option or the politically decreasing option.


Do you know of any historic rulers who made some interesting decisions I might use for inspiration?
