Question: what policy/tech does this?

I was playing as England and in mid-game suddenly noticed that my newly-founded cities had a two-hex radius upon establishment. To be honest, I seldom get games to this point (turn 170+, being interrupted etc. IRL all too often. What policy or tech allowed this? I don't think I ever noticed it before.
 
Did you pick up the Kremlin somewhere along the way? It's effect is that all cities have 2 tile range imediately and lower border expansion cost. :)

OK, thanks...I'd forgotten about that wonder's particular effect. Pretty cool, actually - worth making a beeline for mid game.
