What are the requirements for trading resources with a civ on your continent?

You need a some kind of connection from your capital to theirs (and of course whatever resource you wanna trade needs to be connected to your capital).

What does "some kind of connection" entail? Do we really need roads connecting our empires?

Roads are the most common way to make a connection, but there are a few alternatives. Harbors can provide connections overseas once the appropriate tech has been invented, and a city with an airport has a connection to every other city with an airport. Two cities on the same river are also connected.

The River bit is important , e.g. you have sailing , and your capitol is on river but only port is much further up river , and 2 squares to one side. Then you only have to build a road those 2 squares to the river , and you have international trade potential.

you can view your civ's trade potential by clicking on one of the icons above the mini-map whilst zoomed out (i.e. after they change). I think its next to the "view religious spread" icon.

that way you can see exactly where your trade network is lacking
