welcome to cfc. everything your city builds (Buildings/units ect.) cost x amount of shields. You acquire shields by working the tiles surrounding your cities. Each tile set gives you a different # of shields.
You accumulate shields until you have enough stockpiled to pay for the item selected for production.
For example, if a Settler costs 30 shields, and your city is producing 1 shield per turn, then you store them until you have 30 shields at which time they are converted into a Settler. You can change what you are producing any time before you actually convert the shields.
Ok, I'm totally stumped. The city of Chicago can't build a Great Wonder, whether it's Leo's workshop or the Sistine Chapel. I have the Theology and Invention techs, and every single other city in America can them. I've triple checked to make sure that no other city was building the great wonder, and this was proved when I checked out the other cities to see if either one could be built (it could). What's going on? I've never seen this before. What am I missing here?
You have either disbanded units in that city or chopped a/some forest(s) down whilst building the thing you are prsently building. You will have to change to wealth or complete what you are presently building in Chicago. I'll try and sound all American now, it sucks

I did indeed disband two warriors to throw some shields into my pre-build for the Sistine Chapel. I never knew that those actions wouldn't allow you to switch to a Wonder. Wow. Learn something new every day.
I once made a scenario that, for various reasons, had quite a lot of jungle in it. The scenario was practically unplayable because of near-constant disease.
I was wondering if anyone knows how to remove jungle-disease in the editor? So far, I haven't been able to figure out how. I only know how to get rid of flood plain disease
Just a quick question what determins whethere an AI will establish an embacy with you? I only seem to get them making 1/2 embacies with me and I have to build the rest myself is there something which ecorages them to get an embacy with you?
The AI is often dirt poor, and embassies cost $$$. So the human, who will say put some cash aside for embassies, usually builds them first.
edit: giving them cash is pointless - might as well build it yourself
Also, they may not have writing - it's often not their priority tech - so they may as yet be unallowed to build embassies. Sell them writing (or gift it even!) in that case

If you have Bezerkers you can take that one tile island city. Otherwise, it's marines. There's no other way to do it, short of editing all units to attack from transports. . .
As long as this civ is not at war with you, and this resource is connected within your cultural border, you have the access to the resource. Hopefully that answers your question.
That's the thing . Civ ( Spain ) is not in war with me , resource (saltpeter) is connected to my cities , I'm playing PTW 1.21f ,
spanish spearman+settler is in the saltpeter tile currently and I cannot build cavalry anymore .
