This may be a dumb question, but is there some prerequisite tech for building colonies? In all of my previous games, I've been able to do it. Frankly, I don't remember a period in a game where I couldn't build outposts. But in my current game, I can't build them. I can't figure out why this would be.
 
I don't think there is any prequirsite.

Are you sure that: it was not a bonus resource (bonus resources can't be connected to city), and it was not in anyone's territory?
 
Yes, sugar is a bonus resource, that's why you weren't able to build a colony on it. A bonus resource is only useful when a citizen works it, so you don't need to connect them to use them.
 
ok in civ 3 i have both resources to mak nukes aluminmuin and uraiauim but it's not saying i can make it
and yes i learned the technology already

when i click the "go" arron to move a unit my unit go really fast to it's destination how do i prevent this?

Yes, I do agree 100%. The Jaguar Warrior is the "Main Man" for effecting fast finishes unless it's a Tiny Map on levels 1-3 (and maybe Small?). What's interesting too, from an HOF point of view, is that Vanilla/PTW can still be the fastest finish (versus Conquests) in many scenarios because the Jag is only 10 shields to build versus 15 in Conquests.

So, net net, the Jag under PTW would be the most-likely-used fastest finish UU for a random set of playing conditions. :)

Make sure you have "Animated Moves" checked in your Preferences (Control + P). Also, if you have Conquests, make sure CAPS LOCK isn't on, and that you aren't holding in Shift.
 
How do I break a Right of Passage? I have a Right of Passage in place and I don't want to take the reputation hit by attacking while the ROP is in force, but it's time to take my neighbor down a peg or two. The foreign advisor screen shows that I still have the ROP in effect & I've tried everything shy of an attack. I've demanded cities, I've demanded tribute, I've threatened them. All they do is tell me no, and go away, ROP intact. . . At this point, the ROP has been in place for probably close to 1000 years. . . .

1. Go to diplomacy with them
2. Go to make a trade
3. Click on active
4. Click on Right Of Passage
5. Kill your neighbour
Note: If there is a number in brackets beside "Right Of Passage" then that's the amount of turns it will take before you can delete it without taking a reputation hit.

Okay, I got a couple real newb questions, how to you change you mobilization form war time to regular, and people won't trade techs to me right now at all in my game so I'm getting really behind in tech. Will civs withhold from trading techs to me if I have a bad reputation? Which I do (for attacking India before the peace treaty was up.)

On the negotiation screen click "Active deals" (or whatever it says) and you will find your Right of Passage deal listed there. If there is a number in brackets behind the deal, such as "(15)", then the deal is still binding and you can only break it by either getting them to DoW on you, or you DoWing on/attacking them.

Otherwise just click the deal, and the rest should be pretty self-explanatory.

You need to make a peace treaty with someone to be allowed to undo mobilization. That done, use the button on the F1-screen, next to the one for the government.

If your rep is damaged, they will only deny turn-based deals. Straight up deals (i.e. tech = lump sum) should still be working. Maybe you just can´t afford them? ;)

1. To demobilize you need to make peace with somebody. If one of your enemies is destroyed that counts as making peace.

2. Rep hits are a fairly complex topic. But by and large if you got one you will have problems with offering per turn goods (dipomatic agreements, gold per turn, luxes, resouces) for anything else. There will be no problem however if you offer up-front goods (lump sums, techs, maps).

1. I wasn't at war with anybody when I set to war mobilization, I just thought the Russians were about to attack so I swichted, but they never attacked.
2. They'll trade diplomatic agreement, GPT, luxes and recorces with me so I guess my rep must have healed. They still though, refuse to deal techs with me. Even if I just ask them what I can trade them for a tech, every single civ says "It can't be done" or something like that, unless it's a goverment!

So thanks but to me basicly, all this advice is usless. I'm playing on regent and I'm German, is that a factor?
 
I really think I've repaired my rep a couple of times.

It helps if you have an active deal with a civ when you break a deal with another civ. When that active deal ends, other civs will usually trade with you for gpt, but the one you broke the deal with still won't.

@Drool: Try offering them 1 gpt for 15 gold. If they still say "it can't be done", then your rep is ruined. Anyway, you obviously don't have enough money to buy the techs.

When they say "It can't be done" it does not necessarily mean it can't be done.

 
Yes, the message you need for being sure they won't accept it no matter what is from the Foreign Advisor, if he tells you "They would never accept this deal". If he tells you "They will be probably insulted by this deal", it means that they will accept it, if you give them a lot more.
