A good rule of thumb is to let each city use 12 tiles, since any more than that is wasted until sanitation. This approximates to having your cities a distance of 3 from each other (CXXC).

some test shows me. the change of one production,makes big change.
i change plain 0f ,0s, irrigation +2f,mining +1s,forest is 1f,1s, and so on.
your advice help me to understand the AI .

I once edited my Babylonian Bowman to be a super soldier and noticed that a leader never emerged when I had one still sitting on the shelf? I don't know if this is typical.
I ask these questions because I am trying to decide on how to best use my elite units.

4) No, if you have an unused leader, you can't get another. (note that in C3C you can get a SGL when you have another leader)
