I've seen it exactly twice. Once was a unit I'd forgotten about and the other time it was a freshly fortified one. I don't know if sanitation stops it, though; you can still get jungle disease in cities after sanitation.
. Standard size, 8 civs, I usually play huge with 16 but this is the first game I went for a military victory (reading these forums gave me the necessary strategy). Next up will be a huge map on emperor but I don't think I'll go for domination. I have to get a cultural victory some other time as well. Because this is what I do:
I make a new city, and set it to either build a worker or temple. (normally 10 turns and 30 turns, respectivley)
I work the land to make sure it will have enough to make my city grow in 20 turns.
Then I work the land to make shields, so that I can make all the necessity buildings relativley quick (granary, barracks etc.)
Then I go back to growth so I can choose to use more tiles to work for me, faster.

Microbe has a good article on this in the War Academy. The short answer, though, is that you get it for breaking a deal with the AI. Deals generally last for 20 turns. If you cancel it prematurally, you get a hit.Romber said:More questions

They are all pretty much the same. However, there are two different types: a trade rep and a military rep. The former relates to resource trading and GPT deals while the latter is about ROPs and alliances.
