If you have CivAssist running you would never need to be in doubt. You can look under 'miscellaneous', look at 'buildings', and then see what it says for the Forbidden Palace. It says things like 'need 6 more cities'. I look at it often, it helps me starting a timely prebuild, and that's basically why you want to know this.
 
You should also get a pop up stating something to the effect of that your people want you to build the Forbidden Palace.
 
I have a question where I feel I must be missing something obvious. In Stock Civ3, I can only open dialogue with a select number of other civs, even if I have met them in the past, have an embassy, and can see them on the map. Due to fog of war I cannot initiate the dialogue by contacting them through one of their units, and am only allowed to contact 6 or so specific other civs through the F4 screen.

Is there a way to initiate this dialogue with the other civs at will so that I can get the most out of trading a tech?

I think Shift-F4 will give you the option to change out the other civs. You might have to have clicked on a leaderhead to get it to work.

There are multiple different ways to contact the other civs in Vanilla Civ3. I'll try to give you a brief, yet hopefully complete, rundown on how contact other civs.

First, you can double-click a unit of a foreign civ. You should see a dialog window giving you the choice to either abort, or initiate diplomacy. It doesn't really matter what kind of unit this is.

Second, you can either click on the small "D" by the box that is in the lower left hand corner of your screen, or you can hit shift-D. Both will open a dialog window with a list of all known civs and the options to contact any of them or to cance.

And thirdly from the F4 (Foreign Advisor) screen. Just double-click a leader head and you'll directly be taken to the civ, so to speak. Of course, there is only room for 8 civs on the F4 screen, but there is a way to decide which leaderheads are shown nontheless. On my Mac I can make a menu (that lists all the civs that are not shown) pop-up by control-shift-clicking on a leaderhead, but I just don't know what you'd have to do to get it work on Win. I think you just try out the whole bunch of modifier keys while clicking a leaderhead.

And fourthly, you can also contact civs through the F2 (Trade Advisor) screen. All the known civs are listed there and divided into two groups; those you can, and those you cannot trade with. A double-click on a civs name here will initiate diplomacy as well.
 
Hey y'all, here's a quick question:

I used to play Civ3 years ago, and I recently reinstalled it (the Complete version) and started getting addicted all over again. Anyway, my memory is a little hazy, but I seem to remember there being a lot more worker actions last time I played. Now, all I can do is automate and irrigate and build mine and build roads, the usual stuff. But, I remember there used to be all these expanded worker actions, where you could build a road from one tile to another, or automate a worker to make improvements but not change anything preexisting, or automate a worker in one city. How was I able to do this but not anymore? Am I missing the latest patch? Or did I have some extra mod that I forgot about?

If you have Complete, you've got all the patches. Go into your Preferences screen and look for "Show Advanced Unit Actions" or something like that.

This is me, long time lurker, short time member saying, "Hello!" and waiting for the work day to end so I can get back to the improtant business of my empire.
 
AI players aren't able to use the luxury slider, or so I've read on this forum. So I was surprised when I investigated Rome and noticed that 10% of the budget was used for entertainment, without using any clowns. Did I get the wrong information about the lux slider, or is there something else that I've missed?

The AI rarely uses it and then usually ineffectively. Maybe no one has ever seen it and so they assumed it wasn't possible.
 
Sounds reasonable, Overseer. I usually believe everything I read on this forum, but this time maybe that "no one" made the wrong assumption and gave me bad information. :crazyeye: ;)

I have seen pictures of the AI using the lux slider before - once. So, your picture is the second time I've seen it. Normally it doesn't happen. You just have a real rarety on your hands.

I guess it must be blue moon tonight?
 
Is amount of HP bonus ever taken into consideration by the engine when calculating a battle? Say two elite warriors are going at it, but one has more HP(via the editor) and the fight taken place on tile with no defense bonus so they're equal in terms of att/def. The one with more HP wins? If it's more of an RNG thing then how many time the dice is rolled in one battle? Thanks in advance...
 
The one with more HP is more likely to win. With each roll of the "dice", one of the units in the battle loses a hit point. The dice are rolled repeatedly until one of the units has no HP remaining. That unit then dies, and the other is the victor.
