I have a quick question... how do you post civ3 saved games on the forum? I want to post one of my saved games.

There are more ways. Attach it to your post ("Go Advanced" > "Manage Attachments" > "Browse" > "Submit reply") or go to the bottom of the page and upload the file to the forum. Then copy the URL to it and paste it here:

Defense of terrain improvements vs bombardment.

I did some limited testing. Here is what I found:
Roads: results were consistant with defense of 16
Railroads: results were consistant with defense of 24
Fortresses: results were consistant with defense of 24
Barricades: results were consistant with defense of 32

If anyone would like more extensive testing, just let me know.
 
I want to post a picture for my new story, but my file size is too big(1.16 MB), and since the file size limit is 500KB, how do I reduce it? :(
 
Since your image is over 1 MB, I'm guessing that it is in BMP format. You need to save it as a JPG image. You can do this in Paint. Open your picture, choose 'save as' from the file menu, then choose JPEG on the 'save as type' drop down list.

Hey I'm up to 1820s. I decided to let the Celts come to me and beat them in a defensive war. They were sneeky. I signed a deal with them to get coal and traded a tech for it. They attacked on the next turn. They had an MPP with the Ottomans. I signed peace with Celts but I'm still fighting the Ottomans because I have a good chance to take a city that has coal. I'm catching up to the Celts in score, closing about 2 points per turn, and have a much higher population. At this rate I will beat them by about 100 points. I have this huge economy and under Democracy am able to rush city improvements while still getting techs at a respectable rate. This is on Warlord.

Why is that? Because you have to cover so many bases? And the AI cheats and knows your weak spot?

Yes it does, but it is usually not able to take advantage properly.

An unrelated word of warning: if you are fighting in Democracy, keep an eye on war-weariness, and if you are offered a peace treaty, think hard before rejecting it--your citizens may revolt into Anarchy.
 
In the Celt & Ottoman conflict, next time you might try being sneakier. Before the Celts attack sign an MPP with the Ottoman. Then when the Celts declare do not attack them on their soil until they've attacked first. Then the Ottoman will come to your aid against them not the other way around. At this time of the game, the Celtic UU (Gallic Swordsman) is a wimpy weapon, while the Ottoman UU (Siphai) is a dominant attacker.
