Once again, if you have an existing improvement but get it free from a wonder, you still pay maintenance on it.

However, it should be noted that the city view does not display red coins indicating maintenance. You need to go through each city and attempt to sell the improvement in order to stop paying maintenance on it. Perhaps this is a bug on Firaxis' part, perhaps not.

I've created a simple scenario to illustrate it. Choose any Commercial civ, Rome will do nicely, and start the game. SunTzu's is available with Alphabet, and cost is set at 10.

If you have to pay for it then how come it doesnt' affect gpt or the numbers on the F1 screen?
It doesnt' for me and i have fully patched conquests.

Turn 9 or 10 or so, when my caps culture expanded.

Suddenly my towns got more unhappy. I am at war but I'm monarch, which civipedia says suffers from no war weariness. Also when I click on the unhappy faces the next turn, 100% too crowded. Anyone know what might be going on here?

On which difficulty are you playing? On Emperor and above you get only one "free" content face ;)

Don't attach the autosave, open it in Civ and resave again ;)
 
Manual saves are compressed. Several cities are ready to riot in 1520 (or became unhappy when the MP left). Attaching the 1515 save may help. Did Germany declare war on you? In that case, my guess would be that you lost war happiness.

Edit: Looking at your other thread supports this (you should find your size 12 cities previously had 3 more content or happy faces, for example).

That question cannot be answered out of context. What level are you playing, and what are your short-term and long-term goals in the game?

How do you figure? Anyways I've been at war with Germany for a number of turns. And like I said, I am in monarchy, which civipedia says has no war weariness. And as I said, none of the unhappy citizens complain of war weariness, just overcrowding.

I think Tim Bentley is right about it being the turn BEFORE 1520. Here's a screen of CrpMapStat showing your towns will riot on the next turn. Maybe you lost a lux on the inter-turn after 1515.
