Myself, I ended up making Regent harder than it was, and that helped me on the jump to Monarch. I forget the details, but basically I split the difference between the two.

Thank you for the help. I guess that would explain why they continually beat me in wonder races :(

Speaking of wonders. If I'm building a wonder, and the AI finishes it first, are there any tips for what to do to preserve all those shields if there is no other wonder to switch to? Or, how do I avoid that situation all together? I don't like to spend 499 shields on a library.

Or better yet, I've read the stuff on how wonders aren't essential, but they do help (can use all the help I can get). Any tips on building wonders?
 
Use prebuilds. Usually it's your palace, but any high-shield cost building will do.

Let's say you're going to research Literature in 5 turns, and your highest production city can build a palace in 6 turns. You start building a palace there, and when you've research Lit, you switch production over from the Palace to The Great Library.

Just remember, if you 'rush' a building, you can't switch over to a wonder. This includes cash, pop, chopping a forest, or disbanding a unit. So if suddenly you can't switch over, that's why.

If it's not your capital city, you can always switch production to a Palace while waiting for a Wonder to become available as Turner_727 suggests.

TIP: If then the Palace "Production Box" is going to fill up "Prematurely", you could put the city into Civil Disorder which will have the effect of "shutting down" shield production entirely for that city!! :)

Yes. Wait till the AI builds a Wonder you want......then capture the city.....AND the Wonder! ;)

Let me make sure I have this right: If I put my city in to civil disorder there is no chance that those shields will be lost in the same way as other improvements can be destroid?

Another quick one, and you have been very quick to respond, city containing a wonder is razed does that wonder become available for rebuilding elseware?
 
No, the shields aren't lost. But you do run the risk of losing the wonder if by some chance the AI finishes the wonder first. But you can keep the city in disorder, and when another wonder becomes available use the shields then. but I don't know how well that would work out.

As for a wonder being in a razed city, once a great wonder is gone, no one can rebuild it. However, a small wonder can be rebuilt....

I know that wonders aren't the most important part of the game, but they add so much to the rich atmosphere of the game.

I know this is not a good question, and I'll explain why if you are interested, but, The box to Civ3 said you do not have to fight wars of conquest only and could be involved in border wars. I am assuming because there are now borders on the map, but is there a way to take over a tile or two only with troops?
for example: There is a resource on the enemies border, I have to build a city nearby to overlap the culture border or conquer the closest enemy city to take their culture away. Is there a way troop could seize the square by occupying it.

Think about it. You have a nice coal mine and someone occupies it with 750 infantrymen. I think they would be able to take it and hold on until you force them out with your own troops no matter how many universities you have nearby.

Dispite how VERY correct you are, there is no way to do what you hope. The game considers cultural boarders to be the same as geopolitical boarders. It's one thing that bugs me about the game. The real world is full of examples of when cultural or "national" boarders are different than political/military boarders. You want to alter a boarder though force, which can be done in the real world, but not in Civ 3. Perhaps in Civ 4...
 
When you have your troops on a resource tile in enemy territory, they don't get access to that resource for as long as you're blocking it... at least that's something. ;)
 
You have to pillage any road on the tile for that to happen -- if you leave the road intact, you can stand on it until the cows come home and they'll still be able to use it.

One more question about the editor:

Is there anyway to change the fighting bonus of rivers? I am able to change all terrains bonus, but I couldn't find where I could change the river bonus.

Thanks for your continuous help. Is there any good sort of manual for the editor, so that I don't have to ask small questions all the time? I find the Civ Editor help too limited. :(

Is there any FAQ just for the Editor? If not, there should be.

I agree, the help files are good for small problems, but not for real specific questions, like how to add units, etc.

Like Turner said, if you have a project you want to undertake and have some questions, post in the C&C forum - those are all the editor geeks. ;)
 
Ohhh! I'm gonna tell them that! That you called them 'geeks'! Then they're gonna report your post, and then I'm gonna have to moderate you! :p

Seriously, tho, C&C is the best place to ask. They really do know the editor inside and out, and you can get your question answered far quicker there than in here....

Positive things
You have eliminated eating... that is good, less time on no-value activities. Despite rumors, it does not give you any shield production!

Improvements to be done
Eliminate work... why do you need $$$? You already have Civ, don't eat and almost don't sleep!

P.S. do like me - download social life and install it near your Civ! (stolen joke)
