No, they're fixed. If you go into rules.txt and then scroll down to the bottom, you can see the name of the male leader, female leader, name of civ and so on. Here's an example:
Belgarion, Ce'Nedra, 0, 6, 3, Rivans, Rivan, -1, -1, 1, 1, Chief Wizard, Empress, 4, Godslayer, Godslayer's Wife, 5, Chosen King, Chosen Queen,
Here, Belgarion is the male leader, Ce'Nedra the female leader, 0 means the leader is male, 6 means the color is orange, 3 means the city style is Medieval Castle, Rivans is the name of the civ, (now comes the exciting bit) -1 is for RATIONAL, -1 is for PERFECTIONIST, 1 is for CIVILIZED. Then there's titles.

Edit: It makes perfectly sense when you think about it. Why do you think the Zulus and the Mongols break treaties all the time? Because they're aggressive militaristic expansionist civs!
