Another Doubt, I played out a scen with these settings and noticed that the AI is not getting the benefit of no Corruption.

Could this be the case with our human players too?

Did you have any corruption, or only the AI? If the latter is the case, I think that all human players have no corruption in our game.

I did not have any Corruption. But all the AI were having Corruption.

Just thought it is good to sort out any problems before we get too far ahead

I set all of the government types to no corruption and all the difficulty levels to 0% corruption, so I don't know what else might need to be changed.
