I've just encountered a strange piece of info. I was told that simply by allocating population points to work the tiles inside your city radius, there is a chance each turn that your citizens will discover a new source of a known resource.

What kind of chance each turn is that? I've never seen it occur. Does this include all resources?

Was it in the manual, because that sounds familiar. Although, I had forgotten about it.

TBH, I have played CIVIII since it came out in the UK, and have never experienced that happening - excluding the reappearing previously depleted strategic resource.

So, to answer your original question, the chances of that happening will be in the regions of about 999,999,999,999,999...999,999:1 of happening

Yeah. Its in the manual. I don't know if it only happens when another resource disappears, or if it can cause a truly new one to appear.

Well, it is common practice for any depleted resources to reappear elsewhere.

So, I don't know what the manual is on about. I'll reread that section again tonight.

I had it happen only in one game. It was late in the game, and this one oil square kept reappearing around my one northern city. I think it was one of the few desert squares in the map, though.

In the games I have played, the resources tend to relocate all the time, but I've never had a new one appear without an old one disappearing. Maybe by putting more workers on squares you increase the chance that the next time a resouce moves, it will move to that city.
