Yeah I was thinking about this too. My thoughts were it only happens after the discovery of scientific method, and also requires a university in the city. Maybe the benefits could be a 10% increase to the benefit of a university (or just a benefit to research in the city although I seem to remember reading this was hard to mod in) in the city and a boost to the cities culture.

Or receiving a world's fair allows a new building in the city. A crystal palace which was the centerpiece of the world's first world's fair in London in 1851. The building could yield maybe a 25% bonus to scientific research and +4 culture. http://expomuseum.com/1851/ [expomuseum.com]
 
I suggest to make it so that a civ that's at war can't host the olympiad.
Some events just don't make sense when a civ is at war..
Yeah, it gives a bonus to peaceful guys, but there's no reason why there can't be random events that give benefit to warmongers :)

Perhaps random experience bonuses (field training?) for units owned by a civ that's at war? As in, pick a unit randomly and give it a levelup.. shouldn't be too often, of course.

ooh, and perhaps civz which are NOT at war could have units randomly losing xp (due to inaction and complacancy).
Again, not often and not by much :)
 
Pehaps the winner could be related to Civ health (i.e. healthier Civs could have a better chance of winning the games)
 
its a good idea, but yeah like that other guy said about wargoers, there should be bonuses for wargoers like me.
