I think that Great Spies should be able to be used on spy units like great generals, and would be born from spy experience instead of being born like other GP's. It gives the affected spies extra experience, and the attached spy could get access to special upgrades, such as(hypothetically):

Revolutionary
Can carry out mission: Incite revolution (Increases a city's revolution bar)

IED (or perhaps something like Blow-Dart, or Poison)
10% increase to chance of Assassinate mission success

or Charisma
10% percent bonus revolutionary sentiment from missions, 10% reduce cost for bribe missions.

I suppose if you think about it, the spy unit could be expanded into a group of units.

for example, you could have:

Early Spy
Can enter enemy territory (Nationality hidden)
Can conduct espionage

Ninja
Unique Unit for Japan (Replaces Early Spy)
Can enter Enemy Territory (Nationality hidden)
Can conduct espionage
10% reduced cost to Assassinate, Poison missions

Modern Spy
Can enter Enemy territory (Nationality hidden)
Can conduct espionage
Starts with Commando

Spy Droid
Can enter Enemy territory (Nationality hidden)
Can conduct espionage
Starts with Commando
starts with Loyalty

I would like to see the legends built displayed along with the wonders, since they are described as "wonders for warmongers".
