The only time I see any of these is when my capital starts way up in the icy regions and the map generator turns all of the Tundra and Ice tiles in the BFC to Plains. I'm pretty sure that's the only time these will happen.
OK, the Incense is when the capital starts in the desert, but it's the same concept. The map generator will improve your BFC and remove the "useless" desert, tundra and ice tiles.
Plains/Incense and Plains/Silver are the really unusual ones I find. Plains/Deer I see quite often, as the map generator often beautifies polar starts with food resources. Plains/fur I also see quite often - frequently in large clumps.
It's fairly easy to check the terrains various resources can appear in from Assets\XML\Terrain\CIV4BonusInfos.xml (Warlords and BTS both use the vanilla file). Where some bonus appears on terrain it normally can't appear on, it's always due to starting location normalization which turns desert / tundra / snow into plains, removes jungles, and may more.
Eg. non-jungle grassland ivory is not possible outside capitol normalization, as ivory can appear on plains and jungled grassland, but not on non-jungle grassland. That people mainly consider deer / fur / silver / incense is because those do not appear on "good" terrain, only on "bad" terrain (desert / tundra / snow).
Some maps have different resource placement. Fantasy map is obvious one: you can have any feature and resource on any terrain type - including grassland floodplain corn. Great Plains has separate resource placement as well - eg. grassland deer which can't occur normally.
