Rate of Fire

According to the manual artillery has a BRF of 12.2.3. The F is supposed to stand for rate of fire. So artillery has a rate of fire of 3.

I would assume this means I should get to fire each artillery piece 3 times which is not the case.

Does anyone know what the rate of fire means or how it is employed in the game.

rate of fire is the maximum damage it can do to a unit when it bombards. All arty can only fire once. Also the manual is wrong. here are the real stats
