As it is now and untill the next patch - which is not certain to ever come, unless Bhuric is fixing it in his - they do come when they want...

Can i rip the file in question - which one it would be ? EventTriggers.XML ? - out of the HoF mod without using the complete mod ?

I wouldn't mind if it was active in ALL games. Limiting it to Emancipated cities would give me an actual reason to choose that civic now and then (never have really had one - I always go Caste), or at least having MORE partisans pop up if in that civic. Make them START popping up once Nationalism has been researched, as historically, that's when it started happening. (Before then, the populace didn't really care much who ruled them.)
