[NFP] Rebel in NFP?

Just realized that in NFP, when city rebels, it no longer grants 2 melee units for the independent city. Is it a change?

The rebelled city also uses Sumeria's 31 base strength instead or my civ's 45 base strength. Before NFP the city always uses my own base strength and grants 2 strongest melee units upon rebellion.
 
Not sure what’s happening here, I am definitely getting the 2 melee units post NFP.

Did the rebel city strength not always depend on their Civ it was flipped from? A good change if so.
 
Another finding is that battering rams and siege towers are no longer affected by Great General/ Commandante Generals.
ABILITY_GREAT_GENERAL_MOVEMENT has never been attached to CLASS_SUPPORT going back to at least version 290 (Feb '19). iirc, before that the ability was handled differently.
 
My current game a city I captured keeps rebelling and I just reconquer it with two Longships each time for infinite Warlords Throne bonus. Each time it spawns two Swords.
