The demo game is certainly not spam. Have a read through it, and even the Civ II one.
@Lefty: The RPG section is not an integral part of of the demo game. It is a forum where people can (loosely) pretend to be living in the Civ III world, where they can run shops, banks, set up sports teams etc etc.
The "problem" is that this forum has only been in existance since late august, yet has attracted over 10,000 posts. The majority of these posts are very short - one or two lines. Eg "I'd like to by an assault rifle. I believe this costs 100 gold", or "I'm starting a football team. Who wants to play?"
It is the short nature of the posts that make them seem spammy, even though they are pretty much all "on topic". It is however a pretty effective vehicle for generating a high post count in a short time (check out the top 50 all-time posters, see which ones have joined this year, and see where they post most frequently

). A few exceptions to this though....
It obviously appears to be annoying some people, and even those from the demo game proper IIRC. I personally have mixed feelings on postcount - its not that important to me, although I get annoyed reading the spam that appears to function solely to increase PC (Humour and jokes is a bit like this nowadays). The most effective solution is simply to avoid the RPG forum (at least its nicely self-contained).
