Are there any exceptions to minor rulers being offered a regent?

In my current game, I just got the second child-ruler in a row without getting that option. (Earlier in the game, regencies worked as described in the encyclopedia. I even had a minor ruler with two regents in sequence.)

The design has changed so that regencies are now supposed to be guaranteed below a certain age, but the events responsible for that are awaiting translation so that rule isn't active yet so to speak. So sometimes you will not get a regent offered at all, if there's no suitable character.

Thank you. The last previous ruler was just 8 years old at accession, but the current one is already 15, so he'll manage ... I think.
