Regia Civitas Builds?

Regia Civitas will finish the Hanging Gardens in 5 turns. It is now producing 5 shields, 2 tax and 3 science. After HG, we'll send Elvis out to Fish, grow in 12 turns, and have more tax and Science for those 12 turns. Then it will celebrate, we'll have a Monarchy by then, and trade will further increase. But what should our Whales build?

I'd rather not build a Settler, let's grow. Maybe the Diplomat that people want, a Library has been suggested, or another Wonder -- the Colossus. This is a critical decision, because we don't seem to need another unit, nor a Temple. When it's size 6, then build a Settler. Someone else can build the roads, maybe Little Nemo.

Since they require no support then I'd like to see RC build a dip, which won't affect it's shield output, and then maybe another. If we finish that, then fine, we can send it somewhere to the north to look for boats (er, bribery opportunities) or if we don't finish it by the time we get Trade then we can change it to a caravan and add that to our Colossus-building efforts.

I'd like to see a dip built somewhere. Don't really care where, as I guess barbs pop up anywhere (lure them with an undefended city anyone )

I'd like to see a library early as well - remember, this city also has trade specials to multiply!

This is our highest production city, so it's logical to build the diplomat here. With HG, RC should be allowed to grow BIG. So it will then need all the trappings of size: Library and eventually Harbor and Marketplace (for starters).

Well it makes sense building a Dip as it shouldn't really be used to be settlers however it would be nice if it started building improvements after the Dip.

Diplomat wins by a landslide. I'm the guy who voted to Colossus, just to get it on the board. Ok if Civ1 starts a Wonder after one Dip? He hasn't played yet, but surely real soon now.
